DC Public Library versus DC Water

[Under Construction: So I actually just started working on reconstructing what had been a Storify "story" in December 2018, when I went to reshare it and saw that the site was no more. But I thought it worth posting so you can see how far I've gotten, so far. May work on finishing it in time for the 10th anniversary in 2025.]
